The tile listings in the CREDITS section has the following format:  base_tile = pack_tile
Where base_tile is the number of the tile in the terrain.png counting from the top left starting at 0
and pack_tile is the number of the tile it came from in the donor pack's terrain.png.
For example: 0=1 would mean that the stone tile in this pack is using the grass tile from the donor pack.
